About David: David R. Brinkley, Maryland State Senator.
Republican, District 4, Frederick and Carroll Counties.
David Brinkley was born in Frederick, Maryland,
the only son of Dr. George Ross Brinkley & Jean Brinkley. He
was raised in New Market and graduated from Linganore High School
in 1977.
He attended Gettysburg College for two years and
completed his Bachelor of Science at the University of Maryland,
College Park in 1981. He entered the life insurance business with
Acacia Mutual Life Insurance Company, and earned from the American
College in Bryn Mawr, PA his professional designations Chartered
Life Underwriter (CLU) & Chartered Financial Consultant (ChFC)
in October, 1984.
During the early eighties, David was an EMT/Firefighter
with the New Market District Volunteer Fire Company, and a volunteer
EMT driver as Frederick County initiated its Paramedic program.
In 1989 he was diagnosed and successfully treated for Hodgkin’s
Lymphoma at the University of Maryland Cancer Center. Today, he
is an advisor and advocate for the Marlene and Stewart Greenebaum
Cancer Center at the University of Maryland.
In 1990 David was elected to the Republican Central
Committee of Frederick County where he organized the Lincoln Day
Dinners with speakers such as Tom Clancy, Lt. Colonel Oliver North,
and former Ohio Congressman John Kasich.
In 1994 he was elected to the House of Delegates,
serving two terms representing District 4A, and in 2002 he was elected
to the Maryland Senate where he was appointed to the powerful Budget
and Taxation Committee. He was the Minority Leader in the Senate
for 2006 & 2007.
Senator Brinkley has been in the forefront requiring
legal presence (legal residents or US Citizens only) for those obtaining
Maryland Driver’s Licenses; he led the fight opposing the
O’Malley tax increases in 2007; he is a strong supporter and
advocate for Maryland Agriculture and Wineries; and he has been
the lead sponsor on legislation changing Maryland’s Marijuana
Laws for patients and their families (Medical Marijuana).
Being on the Budget and Taxation Committee, he
has been a strong voice for controlling and critically reviewing
government spending, and for legislation encouraging success in
the private sector and job creation in Maryland.
David is a principal with Advisor’s Financial Group, a financial
planning firm, and maintains registration with the State as a Registered
Investment Advisor, Securities licenses, and insurance licenses.
Senator Brinkley resides on a small farm near New Market, and has
two children.
